Job Specifics
Duties Description The Office of Financial Management, Bureau of Community Budget and Financial Management Group is recruiting to fill a Supervising Budgeting Analyst position. Under the general direction of an Assistant Director Financial Administration 3 or Chief Budgeting Analyst, the Supervising Budgeting Analyst will be assigned to the Bureau of Community Budget Services and will be responsible for leading a budget unit/team focused on ATL Non-Residential Programs. This includes administering funding for community based mental health programs, and supporting reforms and saving initiatives, leading meetings and taking on the role of main point of contact for fiscal inquires on projects in the portfolio.
Duties to be performed may include, but are not limited to, the following:
• Assist with budget development activities for assigned community mental health programs such as preparing base level budget estimates, analyzing policy changes and saving protocols for the Executive Budget, and developing fiscal estimates for legislation or program initiatives.
• Manage budget implementation and spending plan activities for assigned community mental health programs including spending plan updates by program at the county/provider level of detail and reviewing for consistency with the Enacted budget.
• Assist with the cash spending projections for ATL funded programs.
• Supervise, manage and direct the work of a budget unit and supervise lower-level staff. This includes overseeing day-to-day operations in budgeting and analysis functions for assigned community mental health programs, and assigning and reviewing work for accuracy, completeness, and soundness of recommendations, and suggesting corrective measures when necessary.
• Coordinate with the program divisions, licensing, and field office staff to facilitate program development, resolve fiscal issues, and conduct training as necessary.
• Conduct routine and ad-hoc fiscal and policy analysis for community mental health programs and special projects/budget initiatives including budget savings initiatives, regulation review for fiscal impacts, and changes to existing fiscal and program policies.
• Maintain and provide training on the fiscal management components and maintain the CBFM chart of accounts within ALFS and SFS. This includes developing new methods and working with OMH’s Taxonomy unit to ensure seamless integration with existing systems.
• Assist with the resolution of ALFS and SFS Budget errors and response to error inquiries from the CBFM Contracts and Claims Unit. This includes the entry/approval of SFS Budget Journals.
• Update OMH's spending plan guidelines which include the rules/control points and fiscal reporting requirements for counties and providers.
• Participate in work groups to develop and evaluate changes in methodologies for financing/budgeting community mental health programs and services.
• Respond to inquiries for County Mental Health Departments, Local Providers, and other State Agencies on a wide range of fiscal related topics.
The incumbent will be responsible for leading the Internal Operations and Provider Technical Assistance Team, administering funding for community based mental health programs and supporting reforms and saving initiatives.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Transfer:
Candidates must have permanent status as a Supervising Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
