Duties Description Essential duties of the position are commensurable with the responsibilities of the Bureau. These include:
• Collaborate with invested parties to develop procurement documents, evaluate proposals, write funding evaluations and recommendations, and negotiate the terms and conditions of contracts;
• Review applications for funding opportunities, and make funding recommendations;
• Manage the contract development process;
• Develop contracts and review and authorize payments for assigned homeless service programs;
• Coordinate with other government partners;
• Monitor grantees - conduct site visits, analyzing service delivery plans and review files for contract compliance;
• Prepare written reports summarizing results of monitoring;
• Manage the State procurement process, including developing and distributing Requests for Proposals (RFPs) and the subsequent proposal review using the Statewide Financial System (SFS), including negotiating contracts;
• Coordinate and facilitate meetings;
• Engage with other divisions within OTDA and other State agencies as necessary;
• Provide guidance, technical assistance and training to grantees and/or potential grantees, and other stakeholders;
• Assist with the development and reporting on various homeless programs administered by OTDA;
• Statewide travel;
• Ensure policies and regulations are adhered to, and goals are met;
• Supervise grade 18s; and
• Other duties as assigned;

Minimum Qualifications Eligible for a lateral transfer or eligible for transfer under Section 70.1 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. Additional Comments A full-time, contingent-permanent appointment will be made. You must be a current New York State employee to apply for this position.
