Job Specifics
Duties Description The Data Analyst 1/2 Trainee in Agency Transformation will include but are not limited to the following:
• Lead or facilitate activities with business units to develop and build models in support of analytic use cases such as logic models that enable program managers to define indicators for policy evaluation and monitoring.
• Draft technical requirements and data definitions in collaboration with data stewards as needed to fulfill data cataloging requirements defined in the department's Data Steward Handbook.
• Provide input on current approaches to data analytics and use by participating in process improvement exercises such as Kaizen, major initiative planning, and internal audits, and recommending approaches to address associated data management issues.
• Develop solutions for data extraction, aggregation, and quality checking in collaboration with program data stewards.
• Create, support, maintain and incrementally improve internally developed data management systems using tools available to the department, which include or are likely to include Microsoft Azure, Microsoft Excel, Microsoft Access, Microsoft SharePoint, Microsoft Power Automate, Microsoft Dynamics, and ESRI ArcGIS Online.
• Collaborate with data stewards and stakeholders they identify to support trend identification and root cause analysis, summarize results, and create written reports, developing tools and guides that enable them to build, maintain, and use these business supports with increasing autonomy.
• Assist with preparation of self-guided training materials and development/execution of interactive training activities to improve staff data literacy, especially those oriented toward cultivating technical skills among the department's designated data stewards.
• Assist data stewards to define, select, and apply retention policies for each registered data asset {ACA §57.05).
• Review each program's inventory of data assets in the department's data catalog and work with data stewards and other stakeholders to address any deficiencies with respect to department policies or state data cataloging mandates {Budget Bulletin L-1230).
• Participate in statewide Data Community of Practice established by Division of Budget and other relevant communities of practice
Minimum Qualifications MINIMUM QUALIFICATIONS:
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Four years of experience* in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

PREFERRED QUALIFICATIONS:
• Strong oral and written communication skills
• Demonstrate ability to explain methods concisely, and clearly, results, conclusions of data analysis
• Education or experience in development or administration of training activities
• Education or experience in facilitation, conflict management, or related discipline
• Certification in Microsoft Power Platform (PL-900, PL-200,PL-300, PL-400 or equivalent)

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
